New-home prices rise, but sales slip

Sales of new homes fell in February, but a jump in prices to their highest level in eight months kept hopes alive of a recovery in the housing market.

The Commerce Department said on Friday sales slipped 1.6 percent to a seasonally adjusted rate of 313,000 units. January’s sales pace was revised down to 318,000 units from the previously reported 321,000 units.

Sales for November and December were revised up a bit.

Economists polled by Reuters had forecast sales at a 325,000-unit rate in February. Compared to February last year, new home sales were up 11.4 percent.

The median price for a new home rose 8.3 percent to $233,700, the highest level since June. Compared to February last year, the median price was up 6.2 percent.

The report, which rounded off a week of mixed housing data, followed a similar pattern seen in the market for used homes. Home resales fell in February, but prices rose from a year earlier. Housing starts slipped, while permits for home building approached a 3-1/2 year high in February.

The housing market continues to be hobbled by an oversupply of used homes on the market – especially from foreclosures, many of which sell well below their market value.

The inventory of new homes on the market was unchanged at a record low 150,000 units last month. At February’s sales pace it would take 5.8 months to clear the houses from the market, up from 5.7 months in January.

New home sales last month surged in the Northeast and West, but slumped in the South and Midwest. New home sales account for about 7 percent of the overall housing market and face stiff competition from the used home segment despite low levels of stock.

ScienceDaily (Mar. 22, 2012) ? A layer of partially molten rock about 22 to 75 miles underground can’t be the only mechanism that allows continents to gradually shift their position over millions of years, according to a NASA-sponsored researcher. The result gives insight into what allows plate tectonics — the movement of Earth’s crustal plates — to occur.

“This melt-rich layer is actually quite spotty under the Pacific Ocean basin and surrounding areas, as revealed by my analysis of seismometer data,” says Dr. Nicholas Schmerr, a NASA Postdoctoral Program fellow. “Since it only exists in certain places, it can’t be the only reason why rigid crustal plates carrying the continents can slide over softer rock below.” Schmerr, who is stationed at NASA’s Goddard Space Flight Center in Greenbelt, Md., is author of a paper on this research appearing in Science March 23.

The slow slide of Earth’s continents results from plate tectonics. Our planet is more than four billion years old, and over this time, the forces of plate tectonics have carried continents many thousands of miles, forging mountain ranges when they collided and valleys that sometimes filled with oceans when they were torn apart. This continental drift could also have changed the climate by redirecting currents in the ocean and atmosphere.

The outermost layer of Earth, the lithosphere, is broken into numerous tectonic plates. The lithosphere consists of the crust and an underlying layer of cool and rigid mantle. Beneath the oceans, the lithosphere is relatively thin (about 65 miles), though beneath continents, it can be as thick as 200 miles. Lying beneath the lithosphere is the asthenosphere, a layer of rock that is slowly deforming and gradually flowing like taffy. Heat in Earth’s core produced by the radioactive decay of elements escapes and warms mantle rocks above, making them softer and less viscous, and also causes them to convect. Like the circulating blobs in a lava lamp, rock in the mantle rises where it is warmer than its surroundings, and sinks where it’s cooler. This churn moves the continental plates above, similar to the way a raft of froth gets pushed around the surface of a simmering pot of soup.

Although the basic process that drives plate tectonics is understood, many details remain a mystery. “Something has to decouple the crustal plates from the asthenosphere so they can slide over it,” says Schmerr. “Numerous theories have been proposed, and one of those was that a melt-rich layer lubricates the boundary between the lithosphere and the asthenosphere, allowing the crustal plates to slide. However, since this layer is only present in certain regions under the Pacific plate, it can’t be the only mechanism that allows plate tectonics to happen there. Something else must be letting the plate slide in areas where the melt doesn’t exist.”

Other possible mechanisms that would make the boundary between the lithosphere and the asthenosphere flow more easily include the addition of volatile material like water to the rock and differences in composition, temperature, or the grain size of minerals in this region. However, current data lacks the resolution to distinguish among them.

Schmerr made the discovery by analyzing the arrival times of earthquake waves at seismometers around the globe. Earthquakes generate various kinds of waves; one type has a back-and-forth motion and is called a shear wave, or S-wave. S-waves traveling through Earth will bounce or reflect off material interfaces inside Earth, arriving at different times depending on where they interact with these interfaces.

One type of S-wave reflects from Earth’s surface halfway between an earthquake and a seismometer. An S-wave encountering a deeper melt layer at the lithosphere-asthenosphere boundary at this location will take a slightly shorter path to the seismometer and therefore arrive several tens of seconds earlier. By comparing the arrival times, heights, and shapes of the primary and the melt-layer-reflected waves at various locations, Schmerr could estimate the depth and seismic properties of melt layers under the Pacific Ocean basin.

“Most of the melt layers are where you would expect to find them, like under volcanic regions like Hawaii and various active undersea volcanoes, or around subduction zones — areas at the edge of a continental plate where the oceanic plate is sinking into the deep interior and producing melt,” said Schmerr. “However, the interesting result is that this layer does not exist everywhere, suggesting something other than melt is needed to explain the properties of the asthenosphere.”

Understanding how plate tectonics works on Earth could help us figure out how other rocky planets evolved, according to Schmerr. For example, Venus has no oceans, and no evidence of plate tectonics, either. This might be a clue that water is needed for plate tectonics to work. One theory proposes that without water, the asthenosphere of Venus will be more rigid and unable to sustain plates, suggesting internal heat is released in some other way, maybe through periodic eruptions of global volcanism.

Schmerr plans to analyze data from other seismometer networks to see if the same patchy pattern of melt layers exists under other oceans and the continents as well. The research was supported by the NASA Postdoctoral Program and the Carnegie Institution of Washington Department of Terrestrial Magnetism Postdoctoral Fellowship.

Emergent and animated COLLADA models of the Tonga Trench and Samoa Archipelago: Implications for geoscience modeling, education, and research

On 29 Sept. 2009, a deadly tsunamigenic earthquake struck American Samoa. The magnitude 8.1 quake occurred near a point where the Pacific “Ring of Fire” goes through a sharp bend. To the south and west, the Pacific tectonic plate is torn in the subsurface with a part of it subducting under the Tonga region. Authors Declan G. De Paor of Old Dominion University and colleagues have created 3-D models of the complex crustal structure of the region, suitable for viewing in Google Earth. Their models represent a number of working hypotheses that explain the tectonics of the region. Some models, presented in Geosphere’s unique online platform, emerge from the Google Earth terrain and are animated to help students understand what’s going on. Others permit the user to view the subsurface down to lower mantle levels.



Assessing the impact of program selection on the accuracy of 3D geologic models

The increased demand for 3-D geologic models in recent years has led to a rise in the number of 3-D modeling software packages. This article by Kelsey E. MacCormack and Carolyn H. Eyles examines the differences between 3-D geologic models produced using three different modeling software packages (ArcGIS, ROCKWORKS 2006, and VIEWLOG). To ensure that program selection was the only variable influencing the results, identical datasets were interpolated by each of the three modeling programs, using the inverse distance weighting (IDW) and ordinary kriging (OK) algorithms. The results indicate that the 3-D models produced by each of the modeling programs using the OK and IDW interpolation algorithms are inconsistent. MacCormack and Eyles conclude that program selection has a particularly significant influence on the model results when modeling complex subsurface environments with clustered data, a common situation when working with geologic and/or environmental data.



Discovering marine terraces using airborne LiDAR along the Mendocino-Sonoma coast, northern California

Marine terraces are planar features in the landscape that record the extent to which Earth’s surface has been uplifted above sea level over time. Researchers Christopher J. Bowles and Eric Cowgill present a method for discovering previously unidentified marine terraces in areas of dense tree cover by using data from airborne laser scanning surveys. To test their method, they investigated a 70-km-long section of the northern California coast in Mendocino and Sonoma counties between Fort Ross and Point Arena. In this area, the method reveals 851 individual platforms that Bowles and Cowgill interpret to be a suite of marine terraces. These platforms range in elevation from 100 to 450 meters above sea level, are generally elongate parallel to the modern coastline and one another, and have elevations that increase systematically from west to east in a step-like fashion. Matching the elevations of these platforms with those predicted from sea-level curves suggests the surface-uplift rate for the northern coast of California has been ~0.2 mm/yr over the past two million years. This rate is similar to, but lower than the previously determined uplift rate of ~0.3 mm/yr for a ~23 m-high marine terrace in the area.



Neogene deformation and granite emplacement in the metamorphic units of northern Apennines (Italy): Insights from mylonitic marbles in the Porto Azzurro

In the northern Tyrrhenian Sea, late Miocene intrusions (Monte Capanne pluton and Porto Azzurro pluton) were emplaced at upper crustal levels (less than 0.2 GPa) in the thrust systems of Elba Island. Detailed structural analysis in the contact aureole of the Porto Azzurro pluton (eastern Elba) led to discovery of two decameter-scale carbonate shear zones, namely the Calanchiole and Felciaio shear zones. These structures represent two weakened layers in the contact aureole in which west dipping mylonitic foliation, sheath folds, boudinage structures, and upright folds developed under metamorphic conditions retrograde from pyroxene hornfels (thermal peak) to hornblende-greenschist hornfels facies (retrograde cooling). Moreover, geometric and kinematic features indicate that both shear zones correspond to ductile thrusts, which led to internal stacking of the contact aureole. Authors Giovanni Musumeci and Luca Vaselli conclude that because Elba Island is a key area in the northern Apennines-northern Tyrrhenian Sea system, the shear zones give clear indications that, in the northern Apennines, magmatic activity was coeval with crustal shortening with development of out of sequence thrust systems. This suggestion rules out the previous interpretations emphasizing the role of crustal extension and gives a new perspective about tectonic regime and mode of granite emplacement in the Late Neogene evolution of northern Tyrrhenian Sea-northern Apennine system.



Late Cretaceous gravitational collapse of the southern Sierra Nevada batholith, California

The Sierra Nevada batholith is an ~600-km-long, NNW-trending composite arc assemblage consisting of a myriad of plutons exhibiting a distinct transverse zonation in structural, petrologic, geochronologic, and isotopic patterns. This zonation is most clearly expressed by a west-to-east variation from mafic to felsic plutonic assemblages. To the south, the depth of exposure increases markedly, and fragments of shallow-level eastern Sierra Nevada batholith affinity rocks overlie deeper-level western zone rocks and subjacent subduction accretion assemblages along a major Late Cretaceous detachment system. Alan D. Chapman and colleagues assess the magnitude of displacement along this detachment system by palinspastic reconstruction of vertical piercing points provided by batholithic and metamorphic pendant structure and stratigraphy. Integration of new and published data from plutonic and metamorphic framework assemblages in the southern Sierra Nevada batholith reveal seven potential correlations between dispersed crustal fragments and the Sierra Nevada batholith autochthon. Each correlation suggests at least 50 km of south- to southwest-directed transport and tectonic excision of ~5? km of crust along the Late Cretaceous detachment system. The timing and pattern of regional dispersion of crustal fragments in the southern Sierra Nevada batholith is most consistent with Late Cretaceous collapse above the underplated accretionary complex. Chapman and colleagues thus infer (1) a high degree of coupling between the shallow and deep crust during extension, and (2) that the development of modern landscape in southern California was greatly preconditioned by Late Cretaceous tectonics.



The Fine Gold Intrusive Suite: The roles of basement terranes and magma source development in the Early Cretaceous Sierra Nevada batholith

The Fine Gold Intrusive Suite is one of the largest (more than 2000 square kilometers) and oldest intrusive complexes in the Sierra Nevada batholith (California, USA) and therefore contains a wealth of information about nascent magmatic processes in a convergent margin arc. Because the suite intrudes both accreted oceanic and/or island-arc terranes and continental crust, it provides perspective on how convergent margin magmatism recycles existing crust versus reworking of fringing island arcs into continental crust. Such insight informs our understanding of how continental crust formation may have operated in the Phanerozoic as compared to earlier in Earth history. Jade Star Lackey and colleagues present new data showing that the largely tonalitic suite was emplaced over about 19 million years (124? Ma), in three pulses that young from west to east. Although the Fine Gold Intrusive Suite is comparable to the Late Cretaceous voluminous intrusive suite of the eastern Sierra in terms of duration and age zoning of magmatism, the influence of preexisting basement compositions and differing degrees of organization of the magma sources with age is more pronounced. In addition, the findings show that recycling of fringing arc terranes into continental crust is relatively rapid and that estimates of the growth of Phanerozoic continental crust from such reprocessing should be revised upward.



Magma hybridization in the middle crust: Possible consequences for deep-crustal magma mixing

The compositions of magmas in many continental arcs — zones of intense magmatism formed long continental margins above subduction zones — are commonly explained by equilibrium of the magmas with garnet. Where its chemical effects are observed, magma-garnet equilibrium is traditionally interpreted to occur at or near the base of continental crust, because magnesium-rich garnet is not stable at lower pressures. This study by Calvin G. Barnes and colleagues describes examples from north-central Norway in which the process of magma mixing in the middle crust resulted in garnet stability at lower-than-expected pressure conditions. Garnet became stable because the hybrid magma was both Fe- and Al-rich, owing to mixing of Fe-rich basaltic magmas with Al-rich granitic ones. Mixing of similar end members to produce Fe- and Al-rich hybrids in the lower crust should result in formation of high proportions of garnet in the hybrid. The high-density, garnet-rich hybrids so produced could promote delamination and foundering of the lower crust.

Chancellor slashes top rate of income tax

Chancellor of the Exchequer George Osborne on Wednesday used his annual budget to cut the top rate of income tax while pledging an “unwavering commitment” to slashing debt.

Osborne said Britain remained on course to virtually wipe out its budget deficit by 2017 as the government seeks to preserve its top credit rating.

Osborne outlined plans to slash the top rate of income tax from 50 percent to 45 percent, arguing he would collect five times more cash per year from the wealthy via new property taxes and a clampdown on tax avoidance.

The British economy would meanwhile grow slightly better than expected this year, by 0.8 percent rather than the previous forecast of 0.7 percent.

Osborne He also predicted that Britain would avoid recession this year despite an economic downturn for the neighbouring eurozone, adding that the government would borrow slightly less than expected in the fiscal year to April 2012.

“This budget reaffirms our unwavering commitment to deal with Britain’s record debts,” Osborne told lawmakers.

“But because we’ve already taken difficult decisions this can also be a reforming budget that seeks to repair the disastrous model of economic growth that created those debts.”

The Conservative-Liberal Democrat government will cut corporation tax on company profits to 24 percent from 26 percent, starting next month, rather than to 25 percent as announced last year. By 2014, it will stand at 22 percent.

Osborne described the lowering of corporation tax as “an advertisement for investment and jobs in Britain”.

He also raised the point at which workers begin to pay income tax to ?9,205, in order to take 840,000 individuals out of the income tax net, as part of the coalition’s agreement to eventually lift the personal allowance to ?10,000.

However, the leader of the opposition Labour party, Ed Miliband, slammed the decision to cut the top rate, labelling Osborne’s latest fiscal plans “a millionaire’s budget that squeezes the middle.”

Miliband also accused Osborne of announcing a “tax rise for pensioners” via new budget measures that are aimed at simplifying the tax system.

At the moment, people over the age of 65 are not taxed on the first ?10,500 of their income, but this will be frozen for existing pensioners and from next April new pensioners will have a tax-free allowance of ?9,205.

The Chancellor said he was cutting the top rate of income tax that is levied on individuals’ earnings above ?150,000 (180,000 euros, $238,000) per year, adding that the current level of 50 percent was damaging the economy. The new rate comes into force in April 2013.

The previous Labour government had raised the top rate from 40 percent to 50 percent in the wake of the devastating global financial crisis.

Osborne, presenting his third austerity budget in a row, had reportedly faced fierce pressure from the right wing of his Conservative Party and from business leaders to slash the top rate to help stimulate economic growth.

The British government has implemented huge public spending cuts and tax rises to slash a record deficit inherited from Labour in 2010.

The coalition is also eager to preserve Britain’s valuable AAA credit rating, that keeps state borrowing costs low, and avoid a Greek-style sovereign debt crisis.

Fitch Ratings said Wednesday that the budget and latest forecasts would not impact its assessment of Britain‘s top-level AAA credit rating, but added that the economy remained vulnerable to adverse shocks.

Public sector net borrowing is predicted to reach ?126 billion ($200 billion, 151 billion euros) in the current 2011/2012 financial year ending in April.

The new forecast, provided by the Office for Budget Responsibility, marked a slight improvement from the previous estimate of ?127 billion.

Borrowing is then forecast to drop to ?120 billion in 2012/2013, before falling to ?98 billion in 2013/2014.

Financial markets gave a muted response to the budget as much of its content had unusually been leaked to media after some very public wrangling between the coalition partners.

“The currency market is trading as if the budget never happened,” said CurrenciesDirect analyst Alistair Cotton.

“All of the big-ticket items were leaked and reflected in the rates beforehand, so even announcements such as corporation tax reductions had much less impact than normal.”

Indians’ Jimenez rocked in spring start vs. Reds

GOODYEAR, Ariz. (AP) – Manny Acta isn’t concerned about Ubaldo Jimenez – yet.

Jimenez gave up six runs in less than four innings, including a long leadoff homer by Brandon Phillips, and the Cincinnati Reds beat the Cleveland Indians 9-2 Saturday.

“We have the next three outings to be able to see if we get worried or what,” the Indians manager said. “It is time to get it in gear.”

Phillips drove the fifth pitch of the game out of the ballpark and into the Arizona desert. The shot far beyond the left field fence was tracked down by a youngster in a stretch of sand near a roadway.

Jimenez allowed five hits and walked four over 3 2-3 innings. He left with the bases loaded and Zack Cozart hit a triple off reliever Tony Sipp to make it 6-1.

Cozart tripled twice. Chris Valaika added two hits and two RBIs.

“Cozart had a good day; Valaika had a good day,” Reds manager Dusty Baker said. “A lot of our guys had a good day. It was right on time.”

Acta is hopeful that Jimenez be in sync in time for the season’s start. In 9 2-3 innings over four spring starts, the right-hander has allowed 15 hits, walked nine and has a 9.31 ERA.

“Ubaldo had very little command of anything,” Acta said. “It took him 80-some pitches to get three-plus innings. He’s just not making pitches. Hopefully it is out of him.”

Jimenez said he was not discouraged.

“I had a good changeup, threw some good sliders,” said Jimenez, counted on by the Indians to be a major contributor.

Cleveland traded four prospects, including former first-round draft picks Alex White and Drew Pomeranz, to Colorado for the former NL All-Star at last year’s trading deadline.

“As a pitcher, you don’t want to let anybody score, but you are trying to work on your pitches,” Jimenez said. “I am trying to be more consistent. Hopefully, they are scoring all their runs here.

“I never seem to do well in spring training,” he said. “Last year, I got hurt. I just want to get out of here healthy this year.”

Cincinnati starter Bronson Arroyo gave up one run over three innings.

“It didn’t feel like the ball was coming out of my hand as good but they had some late swings,” Arroyo said. “I got the cutter to move more of the way I wanted it to.

“Even in spring training, it’s nice to have a good day so that everybody feels good about what we’re doing, the players, the front office,” Arroyo added.

Arroyo went to the bullpen and threw 17 more pitches for a total of 67 and feels ready to go longer in games.

“From here on out, it will be like the regular season, five, six or seven innings,” Arroyo said.
